During the virtual hearing of case; Sri Jadav Saredar @ Jadab Sardar & ors. vs Sri Basudeb Tarafder & Ors on 16 July , 2021 Item No.02 , 16.07.2021 C.O. 891 of 2021 ( Via Video Conference ) due to connectivity issues and interference in functioning of systems, the Hon'ble Court had to face serious problems to Administer of Justice. Hon'ble Justice Mr. Sabyasachi Bhattacharyya disappointed with functioning of Virtual Hearing system and said,  "During functioning of Court , connectivity issues and electronic interference in the audio and visual systems have become a daily feature of this Court . Despite the tall talks about achievements of virtual hearing facilities and restricting hearing of litigations entirely to virtual hearings , it is unfortunate that this Court is unable to provide the minimum virtual services and connectivity in order to ensure that justice is rendered appropriately . Jharkhand High Court at Ranchi, the  Bench of Honourable Mrs justice Anubha Rawat Chaudhary during the hearing of a criminal revision; August Kumar Mehta vs the state of Jharkhand, by allowing petition, the Court remarked, "As per Article 141 of the Constitution of India, the law declared by the Hon'ble Supreme Court is binding on all the courts within the territory of India and the law laid down by the Hon'ble Supreme Court applies to all pending proceedings. Upon perusal of the aforesaid decision of the Hon'ble Supreme Court, there is no indication that the same would apply prospectively and there is nothing fike any prospective operation of law laid down by the Hon'ble Supreme Court. Facebook Vs. Union of India (2019) PIB (Press Information Bureau) has clarified via its publication dated 20th June, 2021 that the Supreme court directed the Government of India to frame necessary guidelines to eliminate the child pornography and related contents in online platforms and other applications. Therefore, in accordance with this judgment the GOI came up with Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.  The court said it is imperative to frame proper regime to find out the persons, institutions, and bodies who were the originators of such content messages.
